Muzarabani  ward 19 Moderate Village head Passmore Mutoti barred villagers in ward 19 from wearing any political party regalia that is not from ZANU PF. This he announced during a funeral in the area on 18 October 2016. Mutoti went further to state that anyone found guilty of the offence will be forced to relocate to a different district.
Gutu ward 6 Moderate Mutonhori Rwodzi a ZANU PF aspiring Member of Parliament for 2018 elections, instructed Village heads to collect $0.50 cents from community members as contribution to the ZANU PF annual conference to be held in Masvingo in December 2016. Village heads who were instructed to collect the money include Mundeyiri, Mashingaidze, Manyanike, Bako, Chikerema, Muchenjekwa and Zemudzo.

On 20 October 2016, he held a social gathering aimed at introducing himself to the community at Wuzhe Business centre. At the meeting,  he told the gathering that all those refusing to pay the money, will have their names removed from the food aid beneficiaries lists.

Maramba Pfungwe  ward 6 Moderate At a rally held at Mungunguma shopping centre, ZANU PF Member of Parliament for Maramba Pfungwe, Washington Musvaire, told people that they should contribute $0,50cents each towards the ZANU PF annual conference to be held in Masvingo in December 2016. On 17 October 2016, ZANU PF youths started moving in the area collecting the money and threatening those who removed that their names will be removed from the food aid beneficiaries lists.
Gokwe Sesame ward 11 Moderate Following an MDC-T rally at Nemangwe Cotton Marketing Board on 16 October 2016, Village head Sande called for a meeting at Nemangwe ward centre on 17 October 2016. At the meeting, he told people that all those who had attended the MDC-T rally risked having their names removed from the food aid beneficiary’s list. Village head Sande also barred any opposition political activities in the area. He further highlighted that anyone who fails to comply with his order shall be forced to relocate.
Mhondoro Ngezi ward 6 Tense On 15 October 2016, during a sports tournament at Masindisindi Primary school, ZANU PF ward Chairman, Ephraim Chengeta threatened Zimbabwe People First (ZPF) member, Kizito Chiya. He accused him of mobilising villagers to question why ZANU PF Councillor, Peter Matore was overcharging villagers by asking them to pay $5 every time he distributed food from the Ministry of Public Service, Labour and Social Welfare. Chengeta openly threatened Chiya with death and warned him against supporting ZPF. On 20 October 2016, upon return from his garden, Chiya discovered that one of his house had been set ablaze and his major suspect is Ephraim Chengeta. He reported the matter at Mamina police station but no arrests have been made so far.
Norton ward 3 Moderate Zimbabwe Electoral Commission (ZEC) trained polling agents at Dudley hall on 19 October 2016. After the meeting, ZANU PF youths stormed the hall and attacked Independent Candidate Temba Mliswa’s polling agents. A woman only identified as Regai was badly injured as she failed to escape from the charging youths. Other polling agents were only rescued after they ran back into the hall where there were ZEC officials.

In a separate incident, on 20 October 2016, ZANU PF youths stormed Katanga shopping centre and told all vendors to close their markets so that they attend a rally at Ngoni stadium that was to be addressed by Vice President, Emmerson Mnangagwa. The rally was to drum up support for ZANU PF candidate in the by-election, Ronald Chindedza.
